Requests the State Department of Transportation and City and County of Honolulu to expedite the H-1 Corridor Study and complete it by June 2016 to address traffic congestion in the Aiea-Red Hill-Moanalua-Salt Lake area.

Directs both departments to evaluate three ORTP-funded projects: Project #2 (widen H-1 eastbound), Project #12 (widen Salt Lake Boulevard and Puuloa Road), and Project #27 (extend PM contra-flow lane westbound).

Urges evaluation of three Freeway Management System projects (OS8, OS9, and OS12) on Interstate H-1, H-2, and Moanalua Freeway to determine their impact on congestion in the target area.

Requires the Department of Transportation to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2017.

Notes that Honolulu ranked third most congested city in the United States in 2015 with 32 percent congestion level, and the H-3 merge at Ala Kapuna Street is a nationally significant bottleneck with 0.7-mile queue length.
