Requests the University of Hawaii Economic Research Organization to convene a working group to establish protocols and factors for studying economic impacts of possible changes to coffee labeling laws on the Kona coffee industry.

Designates the Executive Director of the University of Hawaii Economic Research Organization to chair the working group with members including the Chairperson of the Board of Agriculture, Director of Commerce and Consumer Affairs, and presidents/directors of the Kona Coffee Farmers Association, Hawaii Coffee Association, Hawaii Farm Bureau, and Hawaii Farmers Union United.

Requires the working group to address both sides of the ongoing debate over Kona coffee labeling requirements, particularly minimum percentage content standards.

Mandates the University of Hawaii Economic Research Organization submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.
