Requests the Comptroller to conduct a study on relocating the State Archives to a larger facility, citing space constraints and aging infrastructure issues at the current 1952 building.

Study must analyze requirements for a new State Archives facility, the adequacy of current facilities for the next decade, digitization capabilities, and feasibility of combining State Library historical documents with State Archives records.

Current State Archives Building suffers from environmental control problems, expensive repairs, and lack of stable backup power, creating risks for secure record storage.

Current facility lacks sufficient storage space, forcing the State Archivist to be selective about accepting donations of historical documents from the community.

Comptroller must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2017 Regular Session.
