Requests the City and County of Honolulu to establish a Business Mitigation Relief Program to assist businesses negatively impacted by Honolulu rail transit project construction.

Acknowledges that the Honolulu rail transit project is the largest and most expensive capital project in the City and County of Honolulu's history.

Notes that local businesses along the rail project alignment have experienced significant revenue reductions and multiple business failures or imminent closures due to construction activities.

Recognizes that while the Honolulu Authority for Rapid Transportation provides federally and state-mandated relocation and advisory assistance to impacted businesses, this assistance may be inadequate.

Directs transmission of certified copies to the Mayor of the City and County of Honolulu and the Chairperson of the Honolulu City Council.
