Requests the Insurance Division of the Department of Commerce and Consumer Affairs to conduct a survey of Hawaii's medical professional community regarding accountable care organizations and direct primary care ("concierge medicine") practices.

Survey must determine the extent of development of accountable care organizations in Hawaii, including the number and types of health care providers participating and the number and insurance types of patients served.

Survey must assess the penetration of direct primary care or "concierge medicine" in Hawaii's healthcare marketplace, including provider participation numbers and patient enrollment across private insurance, Medicare, and Medicaid.

Survey must evaluate whether accountable care organizations and direct primary care arrangements have increased or decreased access to primary care services for Medicare and Medicaid patients in the State.

Requires the Insurance Division to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the convening of the 2017 Regular Session.
