Encourages the Governor to issue a memorandum to Congress, the U.S. Trade Representative's Office, the State Department, and TPP members recommending Hawaii as headquarters for the Asia-Pacific Economic Cooperation (APEC) and Trans-Pacific Partnership (TPP).

Requests Congress adopt a resolution designating Hawaii as TPP headquarters and introduce legislation to amend the Fast Track Trade Promotion Authority bill to establish Hawaii as the base for TPP operations with the TPP Secretary General located in Honolulu.

Cites Hawaii's strategic advantages including its hosting of the 2011 APEC Summit, previous TPP negotiation meetings in Kona and Maui, proximity to the U.S. Pacific Command, and enhanced security provided by the Department of Defense.

Directs transmission of the resolution to the President, Secretary of State, Secretary of Defense, Hawaii's Congressional delegation, state and county officials, TPP negotiators, APEC leadership, and relevant business and policy organizations.
