Urges the Department of Land and Natural Resources and the Honolulu Police Department to establish an agreement clarifying their respective authorities and duties on state beaches on Oahu.

Authorizes Honolulu police officers to engage in routine enforcement activities on state beaches, which are currently primarily enforced by the Division of Conservation and Resources Enforcement.

Addresses the lack of resources in the Division of Conservation and Resources Enforcement to adequately patrol and enforce laws at all state beaches on Oahu.

Seeks to eliminate confusion regarding jurisdiction and enforcement responsibilities between the two law enforcement entities on state beaches.

Directs transmission of certified copies to the Governor, Board of Land and Natural Resources Chairperson, Honolulu Mayor and City Council Chairperson, and Honolulu Police Chief.
