Requests the Director of Health to convene a task force to determine which counties and geographic areas in Hawaii are suitable for cesspools, septic systems, and graywater systems.

Task force membership to include 2 House members (at least one with a cesspool), 2 Senate members (at least one with a cesspool), and at least one representative from each of the four counties appointed by respective Mayors.

Task force directed to examine whether responsibility for determining cesspool locations and use should be transferred from the State to individual counties.

Requires task force to submit written report with findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2017 Regular Session; task force terminates June 30, 2017.

Requests the Governor refrain from approving proposed amendments to Hawaii Administrative Rules, Title 11, Chapter 62 (which would prohibit new cesspools) until task force completes its report.
