Requests the Department of Accounting and General Services to study the feasibility of installing water dispensers designed for refilling reusable containers at the State Capitol and other state facilities.

Cites environmental concerns including 80 percent of approximately 30 billion plastic water bottles purchased annually in the United States ending up in landfills.

Notes that the State Capitol hosts over 20,000 visitors annually plus several hundred employees, making it an ideal location to reduce plastic bottle consumption.

Requires the Department to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Directs transmission of certified copies to the Governor, Lieutenant Governor, and Comptroller.
