Requests the Department of Transportation to begin construction of the Leeward Bikeway on Oahu in 2016, with $9,000,000 programmed for Phase I of the project.

Right-of-way for the bikeway was transferred to the State of Hawaii in 1980, and the Legislature appropriated funds in 1995; the multi-use path will connect the Pearl Harbor Historic Trail to Nanakuli.

Requires the Department of Transportation to coordinate with the Federal Highway Administration to complete section 106 National Historic Preservation Act compliance before construction can commence.

Requests a progress report from the Department of Transportation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Directs certified copies of the resolution be transmitted to the Director of Transportation and the Federal Highway Administration Administrator.
