Urges the Judiciary to examine the feasibility and potential benefits of establishing DWI Court Programs in Kona and Hilo on Hawaii Island.

Notes that Oahu's First Circuit District Court DWI Court Program, implemented in 2013, achieved zero percent recidivism for subsequent impaired driving arrests among graduates, compared to 20 percent recidivism for eligible non-participants.

Identifies Hawaii Island as accounting for 13.6 percent of the state's population but 25 percent of the state's impaired driving cases, with the highest per capita incidence of impaired driving among all counties.

Requires the Judiciary to report findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the 2017 Regular Session.

Directs certified copies of the resolution be transmitted to the Chief Justice of the State Supreme Court and the Administrative Director of the Courts.
