The Leeward and Central areas of Oahu face particular commuting challenges, with traffic funneling onto major arterials with insufficient capacity from Makakilo Drive to downtown Honolulu.

Economic forecasts predict more than 67,000 new jobs in the Ewa market over the next decade and a half, which will likely exacerbate existing traffic problems.

The Department of Transportation, in partnership with the Department of Accounting and General Services, University of Hawaii, Honolulu Authority for Rapid Transportation, and other agencies, is requested to establish a comprehensive traffic mitigation plan for the Leeward and Central region of Oahu.
