Requests the Department of Land and Natural Resources prepare an update to the 2009 Waianae Baseline Environmental Study of the Waianae Coast ocean area.

Update must include minimum coverage of ocean uses, Hawaiian Islands Dolphin SMART program review, research on impacts of ocean activities on marine mammals (spinner dolphins and Hawaiian monk seals), and analyses of akule and ʻopelu fisheries.

Update must also address commercial ocean recreational activities from county beach parks, land-based commercial activities (surf schools, kayaking, snorkeling), thrill craft use, and community-based strategies for the Waianae Sustainable Communities Initiative.

Division of Aquatic Resources shall provide technical assistance and information to support preparation of the update.

Department of Land and Natural Resources must report findings and recommendations no later than twenty days prior to the convening of the 2017 Regular Session.
