Urges the Office of Environmental Quality Control to adopt the environmental justice guidance document as official agency policy for use in Hawaii's state environmental review process.

References the Hawaii Environmental Justice Initiative Report dated January 9, 2008, which defined environmental justice for Hawaii and created guidance to systematically include environmental justice principles in all phases of environmental review under Chapter 343, Hawaii Revised Statutes.

Requests the Office of Environmental Quality Control report on progress toward adopting the environmental justice guidance document as agency policy to the Legislature no later than twenty days before the 2017 Regular Session begins.

Notes that the Environmental Council and Office of Environmental Quality Control had over ten years and received $82,325 in appropriated funds (Act 294, Session Laws of Hawaii 2006) to complete this work.
