• Request State Capitol Management Committee to develop and implement a master security plan for the Hawaii State Capitol building including mandatory metal detectors and x-ray baggage screening at public entrances.

• Divide the security plan implementation into four phases: Phase I (discussion and input collection), Phase II (plan development), Phase III (short-term priority implementation), and Phase IV (longer-term priority implementation).

• Establish completion timeline requiring Phase I completion by December 31, 2016; Phase II by December 31, 2017; Phase III by December 31, 2018; and Phase IV by December 31, 2020.

• Require State Capitol Management Committee to submit written progress reports to the legislature no later than twenty days before the 2017, 2018, 2019, 2020, and 2021 legislative sessions.

• Balance the value of open public access to the state capitol with the need to protect the physical safety of visitors, staff, legislators, and building occupants.
