Notes that current annual cleaning costs approximately $100,000 and estimated repairs would cost $15,200,000, while water fountains could reduce maintenance expenses through improved water circulation.

Proposes that water fountains would provide aesthetic benefits, enhance the Capitol District's historic value, and create evening water shows to boost tourism.

Requires the Department to submit a progress report to the Legislature no later than 20 days before the 2017 Regular Session, including recommendations for any proposed legislation.

Directs transmission of certified copies to the State Comptroller, State Historic Preservation Division Administrator, and State Capitol Building manager.
