State Procurement Office is requested to review Hawaii's procurement laws in comparison to federal procurement laws, particularly regarding construction contracts.

Review must include a cost-benefit analysis of Hawaii's current public procurement process for construction contracts.

Review must examine issues raised by a 2013 task force regarding Hawaii's public procurement process, as documented in their 2015 final report to the Legislature.

Review must compare Hawaii's construction procurement provisions with Federal Acquisition Regulation Part 36 (Construction and Architect-Engineer Contracts) and analyze potential benefits of closer alignment.

State Procurement Office must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.
