Request the State Auditor to conduct a financial and management audit of the Plant Quarantine Branch of the Department of Agriculture.

Direct the audit to focus on the current state of the Plant Quarantine Branch and provide recommendations on resources necessary to fulfill its responsibilities under Hawaii Revised Statutes chapter 150A.

Require the Department of Agriculture to provide information and assistance to the Auditor as needed.

Direct the Auditor to report findings and recommendations to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Transmit certified copies of the resolution to the Auditor and the Chairperson of the Board of Agriculture.
