Notes that several states have successfully implemented vocational training and mentoring programs to reduce recidivism and help inmates become productive members of society.

Requires the Reentry Commission to submit a report of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2017 Regular Session.
