Requests the Department of Accounting and General Services to identify and prioritize repair and maintenance projects for all state buildings based on the highest health and safety needs.

Directs the department to submit a report of findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2017.

Aims to provide the Legislature with information to ensure capital improvement project funds are directed toward the most appropriate facilities with critical needs.

Requires a certified copy of the resolution to be transmitted to the Comptroller.
