Requests University of Hawaii graduate assistants to conduct a confidential vote on whether they support unionization as public-sector employees under Hawaii Revised Statutes, Chapter 89.

Hawaii Labor Relations Board is requested to advise and assist in conducting the confidential vote and report on results.

Vote shall address four questions: whether graduate assistants want collective bargaining rights, willingness to pay mandatory union dues, how negotiators will understand graduate assistant issues, and what objectives graduate assistants seek to achieve.

Graduate assistants are requested to submit findings and recommendations to the Legislature no later than twenty days before the convening of the 2017 Regular Session.

Certified copies to be transmitted to graduate student organization presidents, University of Hawaii system leadership, chancellors, and the Hawaii Labor Relations Board chairperson.
