Recognizes aerospace as a strategic and timely growth industry for Hawaii with significant scientific, educational, and commercial potential.

Requests the State administration take proactive, coordinated, and sustained action to realize aerospace benefits for Hawaii and designate it as a high priority for the 2017-2019 fiscal biennium.

Directs the Office of Aerospace Development to coordinate with Pacific Missile Range Facility, Hawaii Space Flight Laboratory, Advanced Maui Optical and Space Surveillance facility, and other state, national, and international agencies on aerospace activities.

Requires the Office of Aerospace Development to prepare a strategic plan for aerospace development in Hawaii identifying expansion opportunities, five-year goals, and specific methodologies, with completion by September 1, 2016.

Transmits copies of the resolution to the Governor, Director of Business, Economic Development and Tourism, University of Hawaii President, state education and military officials, and U.S. military commanders in the Pacific.
