Hawaii House of Representatives applies to Congress under Article V of the U.S. Constitution to call a convention of the states for proposing constitutional amendments.

Convention shall be limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress.

This application constitutes a continuing application under Article V until at least two-thirds of all state legislatures submit similar applications on the same subject.

Certified copies of the resolution shall be transmitted to the President, U.S. Senate leadership, U.S. House leadership, all Hawaii legislators, and presiding officers of legislatures in all other 49 states.
