Requests revision of federal regulations to exclude Section 8 housing subsidies paid directly to applicants from Supplemental Nutrition Assistance Program (SNAP) income calculations for eligibility purposes.

Addresses inconsistency where SNAP applicants receiving Section 8 payments directly (because the administering office cannot pay multiple vendors) are disqualified, while those receiving direct landlord/mortgagee payments remain eligible.

Calls on the President of the United States, USDA, and HUD to amend Title 7 Code of Federal Regulations section 273.9 to align treatment of all Section 8 Rental Assistance and Homeownership Program recipients regardless of payment distribution method.

Directs transmission of certified copies to federal officials including the President, cabinet secretaries, congressional leadership, relevant subcommittee chairs, Hawaii's congressional delegation, and the Hawaii Governor.
