Urges the Department of Health to update its tuberculosis rules to require tuberculosis clearance testing for individuals who have spent more than one year in foreign high-risk locations upon entering or reentering the State.

Requests the Department of Health to designate Africa, Asia, Central America, and South America as high-risk tuberculosis locations, plus any other non-U.S. locations with high tuberculosis rates.

Requires students returning to Hawaii after absences of more than one year to provide tuberculosis clearance documentation obtained within the State before attending school, in addition to initial entry requirements.

Directs the Department of Health to submit a progress report to the Legislature at least 20 days before the 2017 Regular Session if unable to adopt the requested rule amendments by the end of 2016.

Requires distribution of certified copies to the Director of Health, Board of Education, University of Hawaii Board of Regents, Department of Education, University of Hawaii, and Hawaii Association of Independent Schools.
