Urges the Hawaii Emergency Management Agency (Department of Defense) to develop and implement a statewide emergency management simulation exercise that includes all sectors of the community.

Requires cooperation from the Pacific Forum Center for Strategic and International Studies and the Department of Health in developing the exercise.

Mandates the Hawaii Emergency Management Agency submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Directs certified copies of the resolution be transmitted to the Governor, the Adjutant General, the Director of Health, and the President of the Pacific Forum Center for Strategic and International Studies.
