Establishes a task force within the State Foundation on Culture and the Arts to plan and coordinate celebration of the Hawaii State Capitol's fiftieth anniversary on March 15, 2019.

Task force composed of 13 members: three selected by the Senate President, three by the House Speaker, three by the Governor, four by the Foundation's Executive Director (at least two Foundation employees), and the Executive Director as ex officio member.

Task force must develop and coordinate program activities and events from March 15, 2018, through March 15, 2019, and submit a report to the Legislature no later than twenty days before the 2018 Regular Session convening.

Report must include events already executed, detailed implementation plans for remaining recommendations, and identification of procedures for disbursing public funds related to the task force's work.

Task force is exempt from chapter 92 Hawaii Revised Statutes (open meetings law) and members are not considered state employees; task force dissolves on March 14, 2020.
