Requests the University of Hawaii John A. Burns School of Medicine to convene a Working Group on the Elderly to develop a strategic plan addressing palliative care, hospice care, advance directives, and end-of-life options.

Working Group shall review current palliative care techniques and best practices from other states, explore end-of-life options, and identify strategies to improve care for elderly patients in Hawaii.

Composition includes 12 members: Dean of the School of Medicine (Chair), Directors of Health and Executive Office on Aging, representatives from Kōkua Mau and AARP Hawaii, three physicians with relevant expertise appointed by the Governor and legislative leaders, two registered nurses appointed by the Governor, and two family member survivors appointed by legislative leaders.

Requires an interim report no later than 20 days before the 2017 Regular Session and a final report no later than 20 days before the 2018 Regular Session, with findings, recommendations, proposed legislation, and strategic plans.

Working Group shall terminate on January 1, 2018.
