Requests establishment of an 11-member task force to study effective incarceration policies in Hawaii and other jurisdictions to improve Hawaii's correctional system.

Task force to be chaired by the Chief Justice and include representatives from the Judiciary, Department of Public Safety, Legislature, University of Hawaii, Native Hawaiian Legal Corporation, and a former prison inmate.

Task force members must be appointed within 30 days after the 2016 Regular Session ends, with the initial meeting convening within 30 days of the last appointment.

Task force to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2017 Regular Session convenes.

Judiciary and Department of Public Safety to provide administrative support, with the Legislative Reference Bureau assisting in report preparation.
