Urges Congress to amend federal law to allow burial funds for qualified Filipino-American veterans in national and state cemeteries to cover costs of transporting remains to the Philippines and funeral and burial services there

Recognizes that nearly 100,000 Philippine Commonwealth Army soldiers fought alongside United States and Allied forces during World War II, suffering casualties including the Bataan Death March and years of captivity

Notes that Hawaii enacted Act 101 in 2003 requiring the Office of Veterans' Services to pay up to $2,500 for transport and services in the Philippines, but funding has not been provided

Acknowledges that federal legislation in the early 2000s required the Veterans Administration to pay full burial costs at national and state veterans cemeteries but failed to address transportation and services in the Philippines

Directs transmission of certified copies to the President, Congress, Hawaii's Congressional delegation, and the Director of the Office of Veterans' Services
