Urges the visitor industry, government agencies, and vehicle GPS companies to encourage use of the Lahaina Bypass (Hawaii Route 3000), a 2.4-mile road north of Lahaina that provides an alternate route around traffic congestion.

Requests the Department of Transportation, County of Maui, Maui Hotel and Lodging Association, Maui Visitors Bureau, and car rental companies to conduct public awareness campaigns and increase signage promoting the Lahaina Bypass to visitors and residents.

Asks GPS software companies including Garmin, Google, OnStar, TomTom, Magellan, Mio, Lowrance, and TrackMaker to update their routing software to direct users toward the Lahaina Bypass where possible.

Encourages businesses and organizations to use updated maps, training programs, employee guides, and incentives to promote bypass usage among their employees and members to reduce fuel consumption, travel time, and congestion in Lahaina.

Requires transmittal of certified copies to government officials and industry leaders, with the Director of Commerce and Consumer Affairs to distribute copies to GPS companies, tour operators, taxi companies, and car rental companies doing business on Maui.
