Urges the Department of Land and Natural Resources (DLNR) and Division of Forestry and Wildlife to actively manage wildlife to sustain game populations for subsistence and recreational hunting.

Requests DLNR provide greater public access to land for hunting purposes.

Directs DLNR to improve evaluation and management efforts on each island to support hunting activities.

Distinguishes between game management (active manipulation of wildlife populations) and wildlife preservation, affirming that game management is a valid conservation goal.

Requires certified copies be transmitted to the Governor, Board of Land and Natural Resources Chairperson, and all county mayors.
