Requests the Lieutenant Governor to convene a task force to explore merging the Oahu Interscholastic Association and Interscholastic League of Honolulu high school football leagues.

Task force membership includes the executive directors of both leagues, four athletic directors (one from each division of each league), and four head football coaches (one from each division of each league).

Task force must consider feasibility, costs, financial benefits, athletic benefits of a merger, and potential funding mechanisms for a merged league.

Task force is required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Task force members serve without compensation and the task force dissolves on June 30, 2017.
