Requests the Department of Transportation to collaborate with county police departments to create a driver education program and public awareness campaign about vehicular lollygagging and the keep-right driving law requirement under Hawaii Revised Statutes section 291C-41(b).

Directs enforcement of the keep-right driving law by issuing warnings or citations to drivers traveling slower than normal traffic speed in the left lane.

Requires the Department of Transportation to submit a report to the Legislature no later than twenty days before the 2017 Regular Session convening with proposed activities, plans, recommendations, and any proposed legislation regarding vehicular lollygagging.

Requests installation of "Slower Traffic Keep Right" signage on roadways with high incidents of slow-moving vehicles in the left lane.

Directs transmission of certified copies to the Director of Transportation and police chiefs of Honolulu, Hawaii, Kauai, and Maui counties.
