Request the Auditor to conduct a feasibility study and prepare statutory recommendations for creating a Structural Licensing Board modeled after the Board of Electricians and Plumbers.

Require the Auditor to evaluate amendments to the issuance of C-38 post tensioning, C-41 reinforcing steel, C-48 structural steel, and C-56 welding licenses under the Contractors License Board.

Direct the Auditor to consult with stakeholders including the Hawaii Iron Workers Union Local 625, Hawaii Building and Construction Trades Council, Contractors License Board, Board of Electricians and Plumbers, and relevant contractors.

Require the report to include feasibility determination, suggested license amendments, process description, stakeholder recommendations with justifications, and estimated costs for creating the board.

Direct the Auditor to submit findings and recommendations to the Legislative Reference Bureau by November 1, 2016, and submit a final report to the Legislature no later than twenty days before the 2017 Regular Session convenes.
