Requests Department of Human Services to consider establishing a homelessness fund to collect moneys for homeless facilities and programs under Hawaii Revised Statutes chapter 346, part XVII.

Requests Director of Taxation to consider increasing the conveyance tax to assist with human services, including allocation of amounts for homeless facilities and programs administered by the Department of Human Services.

Directs each county (Honolulu, Hawaii, Maui, and Kauai) to establish a three-year community shelter commission composed of representatives from state, federal, county, clergy, real estate, social services, and business sectors with exclusive authority to select public property for homeless facilities.

Requests Department of Health to establish a Civil Rights Board of nine members with backgrounds in homelessness, mental health, substance abuse, human services, or criminal justice, with authority to request law enforcement initiate emergency mental health evaluations or take corrective actions.

Requests Department of Labor and Industrial Relations to establish a statewide pilot Public Service Employment Program providing job assistance for homeless individuals with priority hiring for long-term unemployed persons, and to provide subsidies and consider loans for employers participating in employment training programs.
