Requests the Auditor to conduct a sunrise analysis on establishing flagger certification and training requirements for individuals providing temporary traffic control on Hawaii streets, roads, and highways

Directs analysis of whether certification and training requirements should be statutorily mandated for flaggers who direct traffic at construction sites and control traffic flow using paddles, hand signals, and traffic control devices

Notes that many jurisdictions require flagger certification according to national standards, while Hawaii currently allows uncertified individuals to perform this work alongside law enforcement personnel

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the 2017 Regular Session

Mandates that certified copies of the resolution be transmitted to the Acting Auditor
