Requests the Hawaii Sister-State Committee to review and establish a sister-state/province relationship between Hawaii and the Province of Aklan in the Republic of the Philippines.

Authorizes the Governor or designee to formalize the relationship while keeping the Legislature informed of the process.

Grants the Province of Aklan the same privileges and honors extended to Hawaii's other sister-states and provinces.

Requires the relationship to reach a sustainable basis providing mutual economic benefits by June 30, 2020, or the relationship shall be withdrawn.

Directs certified copies be sent to the U.S. President, Congress, Philippine President, Aklan Provincial Board, Hawaii Governor, and the Hawaii Sister-State Committee.
