Requests the Hawaii Public Housing Authority to document all violations of smoking prohibitions under section 356D-6.5, Hawaii Revised Statutes, which bans smoking in and around public housing, state low-income housing, and elderly household projects.

Requires the Authority to permanently retain violation documentation in residents' records for consideration when evaluating lease extensions or future lease agreements.

Establishes that violation history should be factored into the Authority's decisions to grant or deny lease agreements with residents who violate smoking prohibitions.

Cites health risks from secondhand smoke and thirdhand smoke residue, which contains hazardous substances including hydrogen cyanide, arsenic, lead, and carbon monoxide.

Directs certified copies of the resolution to be transmitted to the Chairperson of the Board of Directors and Executive Director of the Hawaii Public Housing Authority.
