Urges the Public Utilities Commission to open a docket to examine whether the current regulatory structure for electric utilities should be amended in light of renewable energy developments.

Requests the PUC work with the Division of Consumer Advocacy, electric utilities, and renewable energy representatives to determine if amendments or wholesale revision of the regulatory structure are necessary.

Directs the PUC Chairperson to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Requires the PUC to distribute copies of the resolution to the Division of Consumer Advocacy, electric utility CEOs, and renewable energy sector representatives in the state.
