Urges the University of Hawaii at Manoa to fund and fill a vacant African American Studies faculty tenure line position in the College of Social Sciences.

Notes that African Americans are underrepresented among students, faculty, and administrators at the University of Hawaii at Manoa and that the African American Studies position was transferred out of the Department of Ethnic Studies due to budget cuts.

Requests the University of Hawaii at Manoa report to the Legislature on the status and plans regarding the position no later than twenty days before the Regular Session of 2017.

Directs certified copies of the resolution be transmitted to the University of Hawaii President, NAACP Honolulu Branch, and various University of Hawaii units including the Chancellor, College of Social Sciences Dean, and student organizations.
