Requests the Legislative Reference Bureau to conduct a study on the per-pupil funding system for public charter schools to determine whether it achieves its statutory purpose of equalizing operational funding.

Requires the State Public Charter School Commission to provide specific data by June 30, 2016 detailing how the current funding system fails to equalize funding among public schools.

Mandates the Legislative Reference Bureau submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Directs the State Public Charter School Commission to provide additional information and assistance to the Bureau as requested during the study.

Requires certified copies of the resolution be transmitted to the Director of the Legislative Reference Bureau, Board of Education Chair, Superintendent of Education, and State Public Charter School Commission leadership.
