Requests state departments and counties affirm the tenets and principles of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), an international human rights treaty adopted by the UN in 1979.

Calls for integration of gender equity and human rights principles into governmental operations, including budgetary considerations, and examination of policies and programs to ensure they are nondiscriminatory and serve communities of women and girls.

Urges the Department of Human Resources Development and counties to conduct gender analysis of governmental functions through collecting disaggregate data, identifying discrimination-elimination strategies, and creating action plans with monitoring mechanisms.

Requests state departments work with the Hawaii State Commission on the Status of Women to develop gender analysis guidelines that include examination of race, disability, immigration status, sexual orientation, and other demographic characteristics linked to gender.

Directs transmission of the resolution to the Governor, county Mayors, county council chairpersons, and relevant state and county commissions on the status of women.
