Requests the Department of Education to affirm commitment to Title IX of the Education Amendment Act of 1972, which prohibits sex discrimination in educational programs receiving federal financial assistance.

Directs the Department to increase accessibility to Title IX information, examine and revise grievance procedures to comply with Title IX requirements, and provide regular training to students and employees on Title IX protections and reporting procedures.

Requires the Department to increase Title IX staff and resources, including designating at least one full-time Title IX coordinator dedicated to addressing sex discrimination throughout the Department's 15 complex areas and 255 schools.

Requests the Department to study and report on adding a Title IX coordinator to each complex area, including potential duties and costs, with findings due no later than 20 days before the 2017 Regular Session.

Expresses concern that the Department's single Title IX coordinator and limited Civil Rights Compliance Office staff are inadequate, and that student-to-student conduct complaints are handled by school administrators without Title IX training.
