Department of Health must conduct a study to establish baseline information on sepsis incidence and mortality rates in Hawaii.

Study must examine barriers to quality sepsis care, compile statewide mortality data, and review potential links between septic shock and dengue shock syndrome in Hawaii County.

Department must assess national best practices, recommend improvements for early sepsis recognition and treatment in hospitals, and develop quality measure recommendations.

Department must provide recommendations for public education about sepsis symptoms, diagnosis, treatment, and prevention, as well as identify barriers and costs related to sepsis.

Department of Health must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session.
