Requests the Office of the Auditor to conduct a study on whether insurance appraisers and insurance umpires need further regulation in Hawaii.

Study must examine deficiencies in current statutory framework that may create consumer confusion about who is authorized to provide appraiser and umpire services.

Requires research into how other states regulate insurance appraisers and umpires.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session begins.

Directs certified copies be sent to the Director of Commerce and Consumer Affairs, the Insurance Commissioner, and the Acting Auditor.
