Urges the Department of Human Services to establish a task force with foster parents to encourage communication and address concerns in Hawaii's foster care system.

Task force membership includes the Director of Human Services (or designee), representatives from Catholic Charities Hawaii Hale Malama Program, Hui Ho'omalu, and Partners in Development.

Requires the task force to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the 2017 Regular Session.

Addresses the situation of approximately 1,221 children in foster care in Hawaii as of fiscal year 2014, recognizing difficulties faced by children and foster parents in the system.
