Requests the Honolulu Police Department to open two satellite firearm permit application and registration locations in Kapolei and Kaneohe to relieve strain on the Main Police Station's Firearms Unit.

Notes that currently Oahu residents must make three separate trips to downtown Honolulu (12 miles from Kaneohe and 23 miles from Kapolei) to apply for permits, pick them up, and register firearms, with wait times sometimes reaching nine hours.

Requests the Honolulu Police Department consider using non-law enforcement personnel to process firearm permits and registrations to free up sworn officers for patrol duties.

Requests the City and County of Honolulu provide any necessary additional funding to implement these requested changes.

Directs certified copies of the resolution be sent to Hawaii's Congressional Delegation, the Honolulu Mayor, the Police Chief, and the National Rifle Association and Hawaii Rifle Association presidents.
