Requires out-of-state attorneys handling non-litigated matters to register with the Hawaii Supreme Court clerk, with the clerk maintaining a publicly accessible registry on the judiciary website.

Registration requirements include the attorney's name, contact information, jurisdictions where licensed, matter description, and information about the associated Hawaii-licensed attorney.

Permits out-of-state attorneys appearing in Hawaii court litigation to use the existing pro hac vice admission process without separate registration.
