Amends Section 89-9 to clarify that parties are not compelled to agree to proposals or make concessions during collective bargaining negotiations, using updated language ("that" instead of "which").

Modifies Section 89-9(e) to allow negotiations on Hawaii employer-union health benefits trust fund (EUTF) contributions but removes the restriction that arbitration cannot be used to resolve disputes over contribution amounts.

Amends Section 89-11(e) to change the selection process for the neutral third arbitration panel member, allowing the board to furnish a list of qualified arbitrators from the state-maintained list rather than solely through the American Arbitration Association.

Removes the provision preventing bargaining unit members from striking over EUTF contribution amounts and eliminates the legislature's role in setting contribution amounts if parties fail to reach agreement within ten working days.

Takes effect on March 15, 2038.
